8.5.1. Proportion of Employees on Secure Contracts
The table presents the distribution of NEMSU’s workforce across its seven campuses—Tandag, Cantilan, Lianga, Tagbina, San Miguel, Cagwait, and Bislig—classified by employment status and faculty-administrative category for the year 2024.
The data are divided into two major categories:
Filled Plantilla Positions – employees with permanent, casual, contractual, or coterminous appointments under the government plantilla system, representing secure and long-term employment (contracts of over 24 months).
Non-Plantilla Positions – employees hired under Job Order (JO) or Contract of Service (COS) arrangements, reflecting short-term or project-based contracts (less than 24 months)

Total Employees: 1,430
Filled Plantilla (Secure Contracts): 804 employees (299 administrative + 505 faculty)
Non-Plantilla (Short-Term Contracts): 626 employees (343 JO + 283 COS faculty)
A majority of NEMSU’s employees—approximately 56% (804 out of 1,430)—hold secure contracts lasting over 24 months. These include permanent and temporary plantilla faculty and administrative personnel. The remaining 44% are engaged under non-plantilla arrangements (JO and COS), supporting temporary teaching or support service needs. This data demonstrates NEMSU’s strong adherence to decent work principles by ensuring that more than half of its workforce enjoy secure, long-term employment. The significant number of plantilla positions reflects the university’s institutional stability, employee retention, and compliance with civil service standards. Meanwhile, the presence of non-plantilla staff signifies operational flexibility to address short-term instructional and administrative demands.
