1.4.1. Local Start-Up Assistance

The Bachelor of Science in Business Administration (BSBA) program of NEMSU Main Campus, through its Human Resource Management faculty and students, organized a seminar titled “Livelihood Opportunities: Technical Skill Training for Consumer Cooperatives” on November 20, 2024, in Pangi, Tandag City.
The activity was spearheaded by Dr. Rizza Mae C. Azarcon, project leader, with guest speakers Ms. Melissa T. Roluna and Mr. Retchard Joi Ramal. HRM faculty members were also present, along with representatives from the cooperative. This initiative provided participants with practical skills that promote livelihood sustainability, cooperative growth, and community empowerment.
1.4.2. Local Start-Up Financial Assistance
North Eastern Mindanao State University – San Miguel Campus demonstrates its strong commitment to community empowerment and sustainable development through its extension initiative, Project Sustainable SurSoy: Empowering Surigao del Sur’s Youth in Climate-Smart Agriculture for Soybean.
As stated in the project’s Grant Program Implementation (p. 6), NEMSU will design and implement a grant program that provides financial assistance to young soybean farmers in the municipalities of Tago and San Miguel. This initiative aims to help youth entrepreneurs establish financially and socially sustainable agribusinesses, strengthening their capacity to engage in climate-smart agricultural practices.
The grant program is scheduled for implementation from March to July 2024, serving as a concrete step toward promoting inclusive economic growth, sustainable livelihoods, and resilient rural communities—all of which align with Sustainable Development Goal 1: No Poverty.
1.4.3. Programmes for Services Access
NEMSU Bislig Campus implemented Project LAMDAG, a community extension program designed to provide accessible technical training on house wiring, solar installation, and safety wiring procedures. The initiative responds to the growing demand for affordable, sustainable energy solutions while equipping community members with practical skills that enhance household safety and support local livelihoods.
Through this program, participants gained hands-on experience in electrical wiring and solar power systems, promoting energy efficiency and the use of renewable energy at the household level. Project LAMDAG not only advances technical competence but also empowers communities to access reliable energy solutions, aligning with NEMSU’s commitment to sustainable development and inclusive service delivery.
1.4.4. Policy Addressing Poverty

On April 16, 2024, North Eastern Mindanao State University (NEMSU) actively participated in the Caraga Regional Development Plan (RDP) 2023–2028 Provincial Caravan held at Villa Maria Luisa Hotel, Tandag City. The event, hosted by the Province of Surigao del Sur under the leadership of Governor Hon. Alexander Ty Pimentel, in partnership with the Caraga Regional Development Council (RDC) and the National Economic and Development Authority (NEDA), served as a key platform for stakeholders to align strategies for sustainable and inclusive regional development.
NEMSU President Dr. Nemesio G. Loayon reaffirmed the university’s strong commitment to the Caraga RDP, highlighting its role in advancing poverty reduction, inclusive growth, and community empowerment in the region. His presence underscored NEMSU’s dedication to fostering innovation, education, and collaboration as essential drivers of development.
NEMSU’s proactive engagement in the Caraga Regional Development Plan demonstrates its alignment with national and regional priorities, reinforcing its mission to be a catalyst for sustainable progress and to contribute meaningfully to building a resilient and equitable future for Caraga and beyond.
North Eastern Mindanao State University (NEMSU) has officially committed its support to the Caraga Regional Development Plan (RDP) 2023–2028 during the provincial caravan held on April 16, 2024, in Surigao del Sur. University President Dr. Nemesio G. Loayon reaffirmed NEMSU’s alignment with the region’s goals, emphasizing the university’s commitment to driving development through collaborative initiatives, research, innovation, and capacity-building across its seven campuses serving over 30,000 students. Dr. Loayon highlighted that NEMSU’s academic programs and institutional strategies are aligned with the Caraga RDP and its vision for inclusive and sustainable regional progress.
