This policy is outlined in the Student Handbook, Article 5, Section 2 (p. 5), which details the requirements and procedures for admissions, emphasizing fairness, inclusivity, and merit-based selection.
The university’s admissions policy operates under the principle of equal opportunity, ensuring that no applicant is denied entry based on race, gender, religion, or socioeconomic status. In cases where positive discrimination is applied (e.g., for students from disadvantaged backgrounds), the policy clearly explains the rationale and criteria to maintain fairness and uphold the university’s commitment to social equity.
10.6.2. Access to University Track Underrepresented Groups Applications
North Eastern Mindanao State University (NEMSU) ensures equitable access to higher education for underrepresented and potentially underrepresented groups, including indigenous peoples, low-income students, women, LGBT students, disabled students, and other marginalized populations. At the College of Law, for instance, qualified indigenous people (IP) students are granted a 50% tuition discount, a provision outlined in page 65 of the NEMSU College of Law Student Handbook.
In addition to these inclusive admission measures, NEMSU actively tracks applications and enrollment of students from underrepresented groups, including disabled and IP students, to monitor participation and success rates. This system allows the university to evaluate the effectiveness of its inclusion policies, identify gaps, and implement targeted interventions to support student retention and achievement.
10.6.3. Access to University Underrepresented Groups Recruit
North Eastern Mindanao State University (NEMSU) takes deliberate action to recruit students, staff, and faculty from underrepresented groups to promote diversity and inclusivity. For students, the Student Handbook, specifically Article 5, Section 2 (p. 5), outlines the university’s efforts to ensure equal access and opportunities for all applicants.
For employees, NEMSU’s Recruitment, Selection, and Placement Plan (p. 6) incorporates the Equal Employment Opportunity Principle, which guarantees a fair and transparent hiring process for all prospective staff members. The university values diversity and explicitly states that qualified applicants are encouraged to apply regardless of age, sex, sexual orientation, ethnicity, political affiliation, religion, disability, or other factors.

North Eastern Mindanao State University (NEMSU) upholds its commitment to inclusivity and gender equality through the 18-Day Campaign to End Violence Against Women (VAW). Launched on November 25, 2024, at the NEMSU Gymnasium in Tandag City, the event carried the theme “VAW, Bigyang Wakas. Ngayon na ang ORAS.”
The campaign brought together university officials, faculty, staff, and students to advocate for a violence-free and equitable learning environment. It promotes awareness, collective action, and empowerment of women and other underrepresented groups within the university.
Through such initiatives, NEMSU provides mentoring, counselling, and peer support opportunities, ensuring that all members of the academic community—especially those from marginalized sectors—feel safe, supported, and valued.
10.6.7. Accessible Facilities
North Eastern Mindanao State University (NEMSU) ensures that its campuses are inclusive and accessible to all members of the community, including Persons with Disabilities (PWDs).
Most university buildings are equipped with ramps to facilitate mobility and ensure that PWDs can freely and safely access classrooms, offices, and other facilities.
In addition, designated comfort rooms for PWDs are available across campuses to provide convenience and support their needs in compliance with accessibility standards.
NEMSU is also undertaking the construction of elevators designed to serve PWDs, further enhancing accessibility in multi-level academic and administrative buildings. These initiatives demonstrate the university’s strong commitment to inclusive education, equal opportunity, and adherence to accessibility requirements—ensuring that no student, staff, or visitor is left behind.
10.6.8. Disability Support Services
North Eastern Mindanao State University (NEMSU) provides support for students with disabilities through financial aid and inclusive education programs. Several students with disabilities are recognized as grantees of the Tertiary Education Subsidy (TES) Program, ensuring that they receive financial assistance to pursue higher education without undue hardship. This initiative reflects NEMSU’s commitment to accessibility, equity, and inclusion, enabling persons with disabilities to fully participate in academic life and achieve their educational goals.
10.6.9. Disability Access Scheme
North Eastern Mindanao State University (NEMSU) provides accessible facilities and infrastructure to ensure that persons with disabilities (PWDs) can fully participate in university life. North Eastern Mindanao State University (NEMSU) ensures inclusivity and accessibility in both its academic and administrative operations through established policies that provide reasonable accommodations for Persons with Disabilities (PWDs).
As part of its Anti-Red Tape Act (ARTA) Measures, the university prioritizes PWDs, alongside pregnant women and senior citizens, in all frontline transactions, ensuring ease of access to services and support. This guarantees that PWDs are not disadvantaged in engaging with university processes.
Additionally, NEMSU’s Recruitment Selection and Placement Plan outlines the Equal Employment Opportunity Principle (pp. 6–8), which explicitly includes provisions for hiring PWDs. This ensures that recruitment practices remain non-discriminatory and inclusive, providing equitable opportunities for individuals with disabilities to participate in the workforce.
10.6.11. Anti-Harassment Policy
North Eastern Mindanao State University (NEMSU) upholds a safe, respectful, and inclusive environment through its University Code, which provides comprehensive protection measures against harassment in all its forms.
Chapter III (Complaints and Grievance, p. 53) establishes clear procedures for employees to formally raise issues and seek resolution, ensuring that grievances are addressed in a fair and structured manner. Meanwhile, Chapter IV (Administrative Discipline, p. 55) designates the Committee on Decorum and Investigation (CODI) of Sexual Harassment as the body responsible for investigating and resolving harassment cases.
Through these mechanisms, NEMSU affirms its strong stance against harassment and its commitment to protecting the rights and well-being of all students, employees, and stakeholders within the university community.
