16.2.1. Elected Representation
North Eastern Mindanao State University (NEMSU) upholds participatory governance by ensuring elected representation in its highest decision-making body, the Board of Regents (BOR). As stipulated in the Manual of Governance and Administration, Chapter II, Article 1, the BOR—formerly referred to as the Board of Trustees—serves as the Governing Board of NEMSU and is responsible for formulating policies, approving strategic directions, and overseeing university operations.
The BOR is composed of representatives from various university sectors, guaranteeing that all voices are included in institutional decision-making
16.2.2. Students’ Union
Northeastern Mindanao State University (NEMSU) recognizes the importance of student representation and leadership in institutional governance and campus life. Each NEMSU campus has its own University Student Government (USG), serving as the officially recognized and independent student body.
These student governments act as the primary voice of the student community, representing their interests in academic, administrative, and social matters. They also organize programs and activities that promote student engagement, civic responsibility, and leadership development. Through the recognition of these independent student unions, NEMSU ensures participatory governance and fosters a strong culture of student empowerment and democratic involvement across all its campuses.
16.2.3. Identify and Engage with Local Stakeholders
North Eastern Mindanao State University (NEMSU) demonstrates its strong commitment to stakeholder engagement through a series of Memoranda of Agreement (MOA) with key local partners, reflecting its dedication to community collaboration, sustainable development, and inclusive growth.
In a historic signing, NEMSU formalized partnerships with the Local Government Unit of San Miguel, Magroyong Farmers Multipurpose Cooperative (MAFAMUCO), Hugpong Tribal Council San Miguel Farmers Association, Philippine Fiber Development Authority (PhilFIDA), and the Provincial Government of Surigao del Sur. These agreements aim to strengthen the university’s engagement with its local stakeholders through sustainable and community-centered initiatives.
The MOAs include:
LGU San Miguel, MAFAMUCO, and NEMSU – Establishment, development, and sustenance of the San Miguel Farmers Enterprise.
LGU San Miguel, Hugpong Tribal Council San Miguel Farmers Association, and NEMSU – Creation of a Manobo Cultural Farming Heritage Complex.
Philippine Fiber Development Authority (PhilFIDA) and NEMSU – Development of a Regional Integrated Fiber Crops Resource Center.
Provincial Government of Surigao del Sur and NEMSU – Establishment of a Provincial Integrated Plant and Animal Resource Center.
These partnerships embody NEMSU’s proactive policy of identifying and collaborating with external stakeholders—local government units, cooperatives, tribal councils, and national agencies—to drive sustainable and inclusive development. Through these joint initiatives, NEMSU reinforces its mission to advance education, research, and innovation while empowering local communities in Surigao del Sur and beyond.
16.2.4. Participatory Bodies for Stakeholder Engagement
North Eastern Mindanao State University (NEMSU) initiated a consultative dialogue with key stakeholders to shape the future direction of the university’s strategic development. Held at the NEMSU Conference Room, the dialogue gathered a diverse group of participants, including faculty, students, staff, industry representatives, local government agencies, and civil society organizations. This event underscored NEMSU's dedication to ensuring participatory decision-making and incorporating a wide range of perspectives in the university’s strategic planning process.
This consultative dialogue reflects NEMSU's unwavering dedication to fostering inclusive governance, ensuring that all stakeholders have a meaningful role in shaping the university’s future and reinforcing its mission to advance education, research, and community service.
16.2.5. University Principles on Corruption and Bribery
NEMSU upholds transparency, integrity, and accountability in all its operations through the publication of its Citizen’s Charter, accessible on the official university website. The Charter was developed in compliance with Republic Act No. 11032, which amends the Anti-Red Tape Act (ARTA) and adopts the provisions of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
This policy ensures that all university transactions are guided by principles of ethical governance and efficiency, minimizing opportunities for corruption and bribery. By institutionalizing clear procedures and service standards, NEMSU reinforces its commitment to good governance and public trust.
16.2.6. Academic Freedom Policy
NEMSU upholds the principle of academic freedom as stated in Chapter 4, Section 4.7.2 of its Faculty Manual (p. 53). It affirms the faculty’s right, as scholars and citizens, to pursue and express truth freely without external interference. This includes the freedom to teach and discuss topics, including controversial issues; explore diverse teaching methods; conduct and publish research; express opinions responsibly; engage in outside academic work; participate in policy formulation; and seek redress of grievances. This policy safeguards intellectual independence and promotes a climate of critical inquiry within the University.
16.2.7. Publish Financial Data
North Eastern Mindanao State University (NEMSU) ensures accountability and openness in governance by publishing its financial data through the Transparency Seal, which is prominently featured on the official university website. The Transparency Seal provides public access to vital financial information, such as budgets, audited financial statements, and other fiscal documents, in compliance with government disclosure requirements.
