5.6.1. Policy of Non-Discrimination Against Women
North Eastern Mindanao State University (NEMSU) ensures gender fairness through its institutionalized policies of non-discrimination against women. The university’s Equal Employment Opportunity Principle, outlined on page 6 of the Recruitment, Selection, and Placement Plan, guarantees that women are provided equal chances in employment without bias or prejudice.
In addition, NEMSU’s Non-Discriminatory Admission Policy, as stated on page 5 of the Student Handbook, safeguards the rights of women students by ensuring equitable access to academic opportunities. These policies reflect the university’s continuing commitment to gender equality, inclusivity, and the empowerment of women in both education and employment.
5.6.2. Non-Discrimination Policies for Transgender
North Eastern Mindanao State University (NEMSU) affirms its commitment to equality and inclusivity by ensuring that transgender individuals are protected under its institutional policies. The university’s Recruitment, Selection, and Placement Plan (p. 6) upholds the principle of Equal Employment Opportunity, guaranteeing that no applicant or employee is discriminated against based on gender identity or expression.
In addition, the Student Handbook (p. 5) outlines NEMSU’s Non-Discriminatory Admission Policy, which provides equal access to education for all students, including those who identify as transgender. These policies reflect the university’s dedication to fostering a safe, respectful, and inclusive environment where both students and employees can thrive without fear of prejudice.
5.6.3. Maternity Policy
In line with Republic Act No. 11210, North Eastern Mindanao State University (NEMSU) ensures the welfare of its women employees by providing maternity leave privileges applicable to all female staff, regardless of employment status. The national policy is reiterated in Memorandum No. 2-016-2024 from the Office of the University President. This initiative reflects NEMSU’s commitment to supporting women employees, promoting gender equality in the workplace, and fostering a family-friendly environment that safeguards the rights and welfare of all female staff members.
5.6.4. Childcare Facilities for Students
At North Eastern Mindanao State University (NEMSU), we recognize the importance of supporting our student parents in balancing their academic responsibilities with the care of their children. In line with this commitment, NEMSU provides several childcare facilities across its campuses to offer a safe and nurturing environment for children while their parents attend classes and other academic activities.
These childcare facilities are designed to ensure that student parents have access to reliable care, enabling them to focus on their studies without worrying about the well-being of their children.

North Eastern Mindanao State University (NEMSU) Tandag Campus took proactive steps to combat Gender-Based Sexual Harassment (GBSH) by hosting the RA 11313 Safe Spaces Act Seminar, also known as the Bawal Bastos Law Seminar, at the NEMSU-Tandag Gymnasium. This important event aimed to empower and educate students about their rights under this legislation, providing them with the knowledge and tools to recognize, report, and prevent harassment.
The seminar focused on promoting gender equality, fostering safe spaces on campus, and raising awareness about the protection and support available to victims of harassment.
5.6.7. Track Women’s Graduation Rate
At North Eastern Mindanao State University (NEMSU), we are proud to track and celebrate the success of our women graduates, ensuring gender equity in academic achievement. The impressive number of 2,468 women graduates out of 3,852 total graduates reflects our dedication to empowering women in education and addressing gender disparities in academic success.
5.6.8. Policies Protecting those Reporting Discrimination
North Eastern Mindanao State University (NEMSU) has clear institutional mechanisms to protect both students and employees who report cases of discrimination. For students, the Student Grievance Committee outlined in Article 17, Section 9 (p. 29) of the Student Handbook ensures that complaints are handled fairly and without prejudice, safeguarding students from academic disadvantage.
For employees, the University Code provides comprehensive protection measures. Chapter III (Complaints and Grievance, p. 53) allows employees to raise issues formally, while Chapter IV (Administrative Discipline, p. 55) designates the Committee on Decorum and Investigation (CODI) as the body responsible for addressing discrimination-related cases.
5.6.9. Paternity Policy
In accordance with Civil Service Commission Memorandum Circular No. 1, s. 2016, North Eastern Mindanao State University (NEMSU) provides paternity leave privileges to all qualified married male employees. As reiterated in Memorandum No. 2-015-2024 from the Office of the University President dated February 5, 2024, every married male employee is entitled to seven (7) days of paternity leave with full pay for the first four (4) deliveries of the legitimate spouse with whom he is cohabiting.
