14.5.1. Minimizing Alteration of Aquatic Ecosystems (Plan)
In line with its commitment to environmental stewardship, North Eastern Mindanao State University (NEMSU) has established a comprehensive plan to minimize physical, chemical, and biological alterations of aquatic ecosystems under its Sustainability Policy, particularly Strategic Pillar IV: Climate-Smart Agriculture and Biodiversity Conservation (p. 8).
This strategic pillar underscores NEMSUโs dedication to preserving aquatic biodiversity, maintaining ecological balance, and promoting sustainable resource use across its campuses and partner communities. The plan integrates scientific research, ecosystem-based management practices, and sustainable agricultural technologies to prevent pollution, habitat degradation, and biodiversity loss in nearby rivers, watersheds, and coastal areas.

The North Eastern Mindanao State University (NEMSU) Lianga Campus, through its Department of Fisheries Science, successfully hosted 56 senior high school students from Wakat National High School for a 10-day Work Immersion Program from February 17-28, 2025. The program aimed to equip the students with practical knowledge and hands-on experience in various fisheries-related activities, aligning with their academic track on TVL Aquaculture.
Throughout the immersion period, students participated in comprehensive lectures and hands-on training facilitated by the faculty members of the Department of Fisheries Science. The topics covered key areas of aquaculture, including fishpond nursery preparation, aquaculture techniques, and post-harvest handling principlesโessential components in fisheries science.
Dean of the College of Fisheries and Aquatic Sciences, Dr. Fabio C. Ruaza, Jr., emphasized the university's commitment to extending its expertise to partner senior high schools and the community to promote sustainable fisheries practices.

Asst. Professor Dominador F. Bacalso, Jr., Chairperson of the Bachelor of Science in Fisheries Program, highlighted the significance of the immersion program in preparing students for national certification assessments.

The immersion program not only strengthened students' technical skills but also instilled a deeper appreciation for the role of fisheries in food security and environmental sustainability.
The NEMSU Lianga Campus remains committed to fostering academic-industry linkages, supporting students' career pathways, and empowering future fisheries professionals who will contribute to the sustainable development of aquatic resources.
14.5.4. Collaboration for Shared Aquatic Ecosystems
In 2024, North Eastern Mindanao State University (NEMSU) strengthened its commitment to protecting and maintaining shared aquatic ecosystems through collaborative action with local and international partners. In partnership with the Republic of Korea (ROK) Ministry of Oceans and Fisheries (MOF), PEMSEA (Partnerships in Environmental Management for the Seas of East Asia), and the City Government of Tandag led by City Mayor Roxanne Pimentel, NEMSU spearheaded a coastal clean-up and beach monitoring activity on April 6, 2024, at Barangay San Agustin Sur, Tandag City.
This initiative formed part of Project Component 3: Beach Monitoring on Marine Plastics and Litters under the regional project โReducing Marine Plastics in the East Asian Seas Region.โ The activity engaged local volunteers, students, and community members in collecting and analyzing coastal waste, promoting awareness of marine litterโs long-term impacts.
14.5.5. Watershed Management Strategy
On July 19, 2024, North Eastern Mindanao State University (NEMSU) actively participated in the Pre-Planning Meeting for the Re-Stratification Assessment of the Ihawan Spring Community Watershed, held at the City ENR Office in Tandag City. The meeting was organized by the City Environment and Natural Resources Office (City ENRO) and attended by watershed co-managers and partners including DENR, Tandag City Water District, Provincial ENRO-SDS, and NEMSU.
This collaborative effort marks an essential step in implementing a watershed management strategy that considers the unique ecological and biological diversity of the Ihawan Spring Community Watershedโthe only operational watershed in Surigao del Sur, declared through DENR Administrative Order No. 2007-14. The assessment aims to update existing management plans to better promote aquatic biodiversity conservation, sustainable water use, and ecosystem resilience.
Through this initiative, NEMSU reaffirms its commitment to sustainable natural resource management, ensuring the long-term health of aquatic ecosystems and the protection of vital water resources for the people of Tandag City.
