16.3.1. Provide Expert Advice to Government

In a landmark event, the NEMSU College of Law entered into a Memorandum of Agreement (MOA) with Department of Justice, Department of Environment and Natural Resources, Provincial Social Welfare and Development, Commission on Human Rights and National Commission on Indigenous Peoples. The signing ceremony, held at the NEMSU Tandag campus, marks the beginning of a collaborative effort aimed at enhancing legal education and community engagement.
The purpose of the MOA is to set forth the terms, conditions, scope of work, and responsibilities of the parties involved in their collaborations on the On-The-Job Training (OJT) Program.
This program is designed to provide law students with practical experience in various legal settings, bridging the gap between academic knowledge and real-world legal practice. By participating in this initiative, students will gain valuable insights and hands-on experience, preparing them to serve their communities more effectively.
The MOA signing marks a significant milestone in NEMSU's efforts to advance legal education and foster community engagement. It sets a precedent for future collaborations and serves as a model for other institutions seeking to integrate practical training and community service into their academic programs.
16.3.2. Policy and Lawmakers Outreach and Education
In 2024, North Eastern Mindanao State University (NEMSU), through its Bachelor of Arts in Political Science Department (BAPS), spearheaded a Barangay Development Plan (BDP) Training Workshop on December 5, 6, and 11 at Barangay Cabangahan, Tago, Surigao del Sur. This initiative was designed to equip barangay officials, community leaders, and stakeholders with essential skills in formulating and enhancing their local development plans—tools vital for sustainable governance and community advancement.
The workshop provided comprehensive training on community profiling, situational analysis, prioritization of local needs, and project design, ensuring that participants could produce a data-driven and actionable BDP for 2025–2030. The sessions, led by NEMSU faculty experts including Mr. Neniel John Coralat, Mr. Charl’s Irveen Torrecampo, Dr. Roselyn Malong, and Ms. Mary Claire Ugay, fostered collaboration and participatory planning aligned with national development frameworks.
By directly engaging and capacitating local policymakers, the university strengthened grassroots governance and policy formulation, demonstrating its commitment to SDG 16: Peace, Justice, and Strong Institutions. The successful three-day program not only empowered barangay leaders with practical knowledge but also reinforced NEMSU’s mission to advance technology, innovation, and sustainable development through education and community partnership.

16.3.4. Neutral Platform to Discuss Issues
On December 10, 2024, the Information Unit of North Eastern Mindanao State University (NEMSU) successfully hosted the 3rd NEMSULTI Executive Press Conference at the NEMSU New Board Room. This event provided a neutral platform for open communication, allowing students, faculty, staff, and university officials to come together and engage in transparent discussions about key university issues and challenges. The press conference served as a vital and safe space for candid discussions, reaffirming NEMSU’s commitment to transparency, inclusive governance, and fostering healthy communication among diverse stakeholders.
