11.4.1. Sustainable Practices Targets
NEMSU IMPLEMENTS “NO MOTOR VEHICLE DAY” TO PROMOTE SUSTAINABLE COMMUTING
North Eastern Mindanao State University (NEMSU) has taken a proactive step in promoting sustainable commuting through the issuance of Memorandum No. 2-016, s. 2024 from the Office of the University President. The policy declares every first Wednesday of the month as “No Motor Vehicle Day” across all university campuses.
On this designated day, the use of motorized vehicles within university premises is discouraged, with exceptions only for emergency and service vehicles. This initiative encourages the university community—students, faculty, staff, and visitors—to adopt more sustainable and eco-friendly modes of transport such as walking, cycling, and carpooling.
The program aims to reduce carbon emissions, minimize air and noise pollution, ease traffic congestion, and foster a healthier and more active lifestyle within the NEMSU community.
11.4.2. Promote Sustainable Commuting

North Eastern Mindanao State University (NEMSU) actively promotes sustainable commuting practices through the implementation of Memorandum No. 2-016, s. 2024 issued by the Office of the University President. The directive designates every first Wednesday of the month as “No Motor Vehicle Day” across all campuses.
This initiative encourages students, faculty, staff, and stakeholders to walk, cycle, or use other eco-friendly alternatives instead of motorized vehicles when entering and moving around campus. Exceptions are provided only for emergency and service vehicles.
By promoting non-motorized transport, NEMSU aims to reduce carbon emissions, improve air quality, lessen noise pollution, decongest campus traffic, and inspire healthier lifestyles.
11.4.3. Allow Remote Working
NEMSU IMPLEMENTS FLEXIBLE AND REMOTE WORKING ARRANGEMENTS TO SUPPORT EMPLOYEES
North Eastern Mindanao State University (NEMSU) promotes flexible working arrangements, including remote work, to ensure the safety, well-being, and productivity of its employees. In cases such as weather disturbances, health-related risks, or other extraordinary circumstances, faculty and staff are allowed to perform their duties remotely while maintaining the continuity of academic and administrative services.
This initiative aligns with Civil Service Commission (CSC) Memorandum Circular No. 06, s. 2022, which provides policy guidelines on flexible work schemes for government employees.
11.4.4. Affordable Housing for Employees
AFFORDABLE HOUSING FOR EMPLOYEES AT NEMSU
North Eastern Mindanao State University (NEMSU) supports the welfare and well-being of its employees by providing affordable on-campus housing options. The University’s dormitory facilities are open not only to students but also to staff members who need convenient and low-cost accommodation. With a monthly fee of only ₱500, NEMSU ensures that its employees have access to safe, comfortable, and budget-friendly living spaces within campus premises.
This initiative helps reduce commuting expenses, promotes work-life balance, and fosters a stronger sense of community among campus residents. By extending its dormitory services to employees, NEMSU demonstrates its commitment to inclusive and sustainable support systems that enhance both productivity and quality of life.
11.4.5. Affordable Housing for Students
AFFORDABLE HOUSING FOR STUDENTS AT NEMSU
North Eastern Mindanao State University (NEMSU) ensures that students have access to affordable and safe on-campus housing through its university dormitories. With a minimal monthly fee of only ₱500, the dormitory provides students with convenient, secure, and cost-effective accommodation within campus grounds.
Moreover, the Student Handbook Article 19, Section 10 (p. 33) specifies that all students are eligible to avail of the university dormitory services after complying with the prescribed prerequisites for occupancy. This inclusive provision guarantees that housing opportunities are open to all enrolled students, regardless of their background or status.
By maintaining affordable and accessible dormitory facilities, NEMSU actively supports students’ welfare—particularly those from distant or low-income families—while fostering a safe and community-oriented living environment that complements academic growth and student well-being.
11.4.6. Pedestrian Priority on Campus
NEMSU PEDESTRIAN PRIORITY ON CAMPUS
NEMSU prioritizes pedestrian accessibility and safety across all its campuses through the installation of covered walkways. These pathways provide dedicated walking lanes that ensure convenient mobility while protecting pedestrians from rain and heat. This initiative promotes a walkable and inclusive campus environment, encouraging sustainability, safety, and comfort for students, faculty, staff, and visitors.
11.4.7. Local Authority Collaboration Regarding Planning and Development
NEMSU PARTNERS WITH LOCAL GOVERNMENT FOR SMART AND SUSTAINABLE CITY DEVELOPMENT
On November 22, 2024, North Eastern Mindanao State University (NEMSU) actively participated in the Smart and Sustainable Cities/Communities (SMARTCom) Program Orientation for Tandag City. The activity, spearheaded by the Department of Science and Technology (DOST) Surigao del Sur, aimed to introduce the SMARTCom program to the Local Government Unit (LGU) of Tandag and its stakeholders, fostering collaboration toward the city’s transformation into a smart, sustainable, and inclusive community.
By engaging in this initiative, NEMSU reaffirmed its role as a strategic partner of local authorities in addressing urban planning and sustainable development issues, particularly in promoting innovation, technology-driven solutions, and environmentally conscious practices. The university’s presence underscores its commitment to helping ensure that local residents benefit from inclusive urban development strategies, including access to resources and services that support affordable housing, sustainability, and community resilience.
11.4.8. Planning Development - New Build Standards
NEMSU BUILDS NEW FACILITIES TO SUSTAINABLE STANDARDS THROUGH REVISED-LUDIP
North Eastern Mindanao State University (NEMSU) ensures that all new buildings and infrastructure projects adhere to sustainable construction standards as outlined in the Revised Land Use Development and Infrastructure Plan (Revised-LUDIP) FY2023–2032.
The plan integrates green building initiatives, energy-efficient designs, and environmentally responsible practices into the university’s development roadmap. By aligning with national and global sustainability frameworks, NEMSU demonstrates its commitment to minimizing environmental impact while enhancing campus facilities to meet the needs of students, faculty, staff, and the surrounding community.
